What Drives the Price?

Pool Size & Shape
Larger pools and freeform shapes require more material, more excavation, and more labor. A 12×24 ft rectangular pool costs meaningfully less than a 20×40 ft freeform design.
Site Conditions
Sloped lots, rocky soil, limited access, or high water tables all add cost. A flat lot with direct equipment access is the most cost-efficient site; a steeply terraced backyard requires additional grading, retaining walls, or specialized equipment.
Features & Finishes
Water features (waterfalls, fountains, deck jets), lighting systems, automation, saltwater conversion, and premium interior finishes each add to the project total. Every upgrade is worth budgeting individually.
Local Permitting
Permit fees and timelines vary across Virginia, Maryland, and DC jurisdictions. Some counties charge flat permit fees; others scale with project valuation. Beltway Pools handles all permit submissions as part of every build.
Jurisdiction
Building costs in DC and Montgomery County, MD are typically higher than in Prince William County, VA due to labor rates, permit complexity, and inspection requirements. We adjust our estimates to reflect your specific area.

How Location Affects Pool Cost

Virginia
Pool construction in Northern Virginia is generally governed by Fairfax County, Prince William County, Loudoun County, or the independent cities (Alexandria, Falls Church, Fairfax). Fairfax County is the most active pool market in the region. Permit turnaround ranges from 3–6 weeks. State law requires a barrier (fence or automatic cover) around all residential pools.
Maryland
Montgomery County is the primary Maryland market for Beltway Pools. Montgomery County DPS requires a building permit, electrical permit, and fence permit for all new pool installations. Historic district properties in Bethesda and Chevy Chase may require additional review. Typical permit turnaround is 4–8 weeks.
Washington, DC
DC pools are permitted through DCRA (Department of Consumer and Regulatory Affairs). DC has a minimum 5-foot setback from all property lines. Georgetown and other historic neighborhood properties require Historic Preservation Office (HPO) approval before a permit is issued, which can add 4–8 weeks to the permitting timeline. DC's licensing requirements are separate from Virginia and Maryland — Beltway Pools holds active licenses in all three jurisdictions.

Rob explained to me things about my pump, circulation pipes, pool construction, and operation. He was easily available to come out & assist with any problems. What types of inground pools do you build?

Beltway Pools specializes in gunite (concrete) inground pools — the most durable, design-flexible, and long-lasting pool construction method available. Gunite allows fully custom shapes, depths, and features that prefabricated fiberglass shells cannot match.

Within gunite construction, we build:

  • Rectangular and geometric pools
  • Freeform and organic shapes
  • Negative-edge and infinity-edge pools
  • Pools with attached spas, tanning ledges, or beach entries
  • Lap pools and exercise pools

We do not install fiberglass prefabricated shells — gunite's flexibility and longevity are why we and our clients prefer it.

Can you build an inground pool on a sloped or uneven lot?

Yes. Many properties in Northern Virginia, Maryland, and DC have significant grade changes — and we have extensive experience building pools on challenging terrain. Common approaches include:

  • Cut-and-fill grading — excavating into a slope and using the fill to create a level platform
  • Retaining walls — structural walls to retain grade changes and integrate the pool into a multi-level outdoor living design
  • Elevated pool decks — cantilevered or supported structures for dramatic views and dramatic aesthetics

Sloped lots add engineering complexity and cost, but they also create some of the most striking outdoor environments we build. We conduct a site visit before finalizing any design on a challenging lot.

Can I add a hot tub or spa to my pool design?

Yes — and it's one of the most popular requests we receive. Hot tubs and spas can be integrated into your pool design in two ways:
